There is a Florida law imposing a fine of $100 or imprisonment from 30 to 00 days for anyone convicted of setting fire to forests or to grass on open 69th Congress abundantly testified.

That may or may not be very bad business from a legislative standpoint. The Question has been argued very heatedly. It kept the galleries crowded late into the night. It made excellent reading. So we doubt that the Senate will ever amend its rules to do away with the possibility of filibustering. It makes too good a show. And the senators know it.

Lateral roads are essential to the development of back country, and we see no reason why the legislature should not write in the law a provision that this money must be kept Intact for road construction. The present statute leaves the matter up to the county as to how this fund should be spent, and there are a number of instances pn record where this money is used for general governmental purposes.
